Introduction
Stakeholder engagement was a central theme of the regional component of ICCCA Phase II.
All the relevant Government departments in Ningxia were integrally involved in the development of a framework to structure the process of devising a strategy for adaptation to climate change. Subsequently, they were engaged to design such a strategy for Ningxia's agriculture sector. Contributions were made via a series of meetings, interview sessions and workshops.
Each workshop contributed to specific project objectives, such as identifying key climate hazards and adaptation options; or openly debating the framework for adapation.
Intensive stakeholder work was also carried out in rural communities. The project interviewed farming households and investigated the ability of communities to respond to climate change, focusing in particular on how poverty can affect adaptive capacity.
In October 2008, stakeholders were invited to attend the final workshops held in Yinchuan and in Beijing, where the results of ICCCA research, including the first regional strategy for adaptation in China, were presented.
